On October 7, 2025, Andrea Rigoni, Managing Partner of Altirium and nonresident Senior Fellow of the Atlantic Council, will deliver a keynote address at the Bucharest Cybersecurity Conference 2025, organized by the Romanian National Cybersecurity Directorate (DNSC). 

The event, titled “Working together on cybersecurity in a time of global uncertainty,” will convene leaders from government, defence, and industry to discuss the future of European and global cybersecurity.

Andrea’s keynote, “Reinventing Cyber Defence: From Resilience to Readiness,” will highlight the urgent need for a true doctrine for cyber defence. While recent conflicts and infrastructure-level cyberattacks have led to increased budgets, national strategies still lag behind. His address will underline that cyberspace must be placed at the very centre of national security.

The speech will advocate moving beyond narrow, regulator-driven engagement of the private sector toward a common operational model built on the principle of Readiness—dynamic preparedness that links leadership, governance, and capabilities across government, armed forces, and critical operators.

Andrea will present three key pillars to achieve this vision:

  • Real-time national cyber coordination centres, integrating military and civilian intelligence.

  • A permanent extended cyber defence workforce, embedded in civilian organisations but coordinated with national defence.

  • Interoperable data-sharing standards, ensuring shared situational awareness while protecting security and privacy.

These measures, Andrea argues, can drive measurable risk reduction and foster a stronger, more resilient digital ecosystem. The overarching objective is an integrated civil–military framework that empowers Romania and the European Union to respond faster and more effectively to the challenges of hybrid conflict.

At Altirium, the concept of Readiness is seen as the decisive factor shaping the future of cyber defence—transforming resilience into proactive, measurable preparedness for the challenges ahead.
